QUALIFICATIONS AND JOB DESCRIPTION

LOOKING FOR FULL TIME TECHNICAL OFFICE CHIEF FOR OUR ISTANBUL FINANCE CENTER PROJECT IN ATASEHIR, ISTANBUL

Position Description: 

Manage and analyze information required for predicting and management of cost and time outcomes of project. Monitor and track progress of project cost information and project contractual information. Support project in all other aspects of Project Management Control System (PMCS) analysis and special studies.

Reports To: Project Manager 

Essential Duties and Responsibilities:

  • Assist Project Manager to prepare any Project reports, prepare and maintain schedules, cost information, develop and review project baselines, and monitors and tracks actual progress against planned and/or contracted schedules.
  • Review, develop, and implement project control system and integrate with administrative and operational procedures of client, including networking, hardware, and software integration, setup, associated training and maintenance of system.
  • Collate design and construction documentation for master schedule and prepare reports with recommendations.
  • Prepare, submit, and distribute monthly narrative and assembly of cost, schedule, and financial reports.
  • Develop project controls information, fact sheets, and graphical presentation materials for client.
  • Prepare specific formats for design and construction monitoring including planned versus actual projection and indicated outcome reports.
  • Provide on-going PMCS support for design and construction schedules and cost analysis.
  • Oversee tabulation and recording of results of survey, prequalification, proposal submissions, logging and tracking documents, drawing, and technical submittals.
  • Oversee and monitor contract submittals of material samples, data, shop drawings, and technical data, and relevant approvals.
  • Prepare master, detailed, micro, and look-ahead schedules for design and construction including review of A/E and contractor schedules for project. Regularly monitor, update, and report status to Project Manager.
  • In coordination with PMCS Engineer, plan and identify potential resource bottlenecks, requirements, and contingencies, and proactively inform Project Manager.
  • In coordination with PMCS Engineer, estimate and manage delays linked with changes and claims. Prepare the Extension of Time (EOT) Analysis and notify Project Manager. Suggest control measures to get project back on track.
  • Conduct presentations to management, and clients regarding regular progress of work, KPI, histogram, projections, and earned value analysis.
  • Prepare weekly, monthly, dashboards reports using MIS (Management Information System) to provide status updates and insights on project stages to management and client.
  • Report on schedule, cost, and resourcing for current analysis planning purposes.
  • Set up and direct project administration systems (filing, software, correspondence logs, etc.).
  • Prepare logs and track proposed design and construction changes, variation orders, and claim submissions from design consultants and construction contractors.
  • Assist client to access project information from A/E, PCS, and operation and coordination of activities related to use of client database, and financial software.
  • Create supportive environment to develop high-performing team of Engineers and Document Controller, providing professional development opportunities and engage in coaching and mentoring relationships.
  • Lead team members, provide timely performance feedback, and contribute to performance appraisals during annual performance cycle utilizing talent management systems.
  • Develop and deliver training to educate staff members regarding related department processes.
  • Other activities, duties, and responsibilities as assigned.


Qualifications: 

  • Bachelor’s Degree in Civil Engineering with 20 years of experience of building construction experience.
  • Primavera expert & should have worked on Residential , Mixed used & Retail projects. 
  • Demonstrated knowledge and application with DMS, Prolog, Primavera, MS Project Scheduling software, Control Estimate Change, and Cost reporting.
  • Knowledge of construction cost, scheduling, estimating, and engineering principals and techniques, and accounting principles.
  • Able to apply innovation to and process improvements for overall operations.
  • Advanced knowledge of Microsoft Excel and related MS Office programs.
  • English language proficiency with professional oral and written communication and presentation skills.

Employee must occasionally lift and/or move heavy weight.

Work Environment:

While performing the duties of this job, the employee regularly works on-site at the construction work site where  the employee is exposed to moving mechanical parts; high precarious places; fumes or airborne particles; outside weather conditions and risk of electrical shock. The noise in these work environments is usually moderate to very loud.
