Summary of Duties:

The Trade Officer (LE-01) is responsible for the provision of services in Turkiye, Georgia, Azerbaijan, and Turkmenistan as part of a larger Turkiye Trade Network. Working under the supervision of a Canada-based Senior Trade Commissioner in Istanbul, the incumbent will support Canada’s Trade Diversification strategy by promoting Canadian exports and Canada as an investment location and innovation partner, building relationships with Canadian Clients and Contacts in Turkiye and the three other markets, sharing knowledge of local market opportunities/issues, planning/executing events, and helping new and existing Canadian Clients achieve commercial success in Turkiye as well as in Georgia, Azerbaijan and Turkmenistan. 

Focusing on one or more trade sector(s), the incumbent will:

  • Develop knowledge in assigned sector(s), together with the political and economic context of local market conditions, to respond effectively to Canadian Client inquiries.
  • Proactively establish networks with Local Contacts to identify opportunities for new and existing Canadian Clients.
  • Participate in the organization and execution of high-level visits and/or trade events.
  • Participate in the development of sector-specific annual business plans, budget monitoring, and reporting.
  • Collaborate effectively with the Istanbul team to optimize effectiveness of the Canadian Trade Commissioner Service (TCS).

The position is both proactive and reactive in terms of the scope of work.  The Trade Officer will support official visits, delegations, missions, and outreach activities by mission staff and works to broaden commercial linkages between Canada and Turkiye as well as the three other markets. 

Area of Selection:

This position is open to individuals who are legally authorized to work in Türkiye who meet all the essential qualifications and whose applications are received before or on the closing date.

ESSENTIAL QUALIFICATIONS

Candidates will initially be screened against the Essential Qualifications relating to education, language* and experience.

Candidates must clearly demonstrate when applying to the position how they meet each of these essential qualifications.

*Language will be assessed further during the process. 

 Education:

Candidates will be required to provide proof of the completion of their education.

  • University degree from a recognized university in a discipline related to the position, such as Business Administration, International Trade, Commerce, Finance or Marketing

Language:

  • Fluent in English (written, reading and oral communication) 
  • Fluent in Turkish (written, reading and oral communication)

Experience:

Minimum 5 years (within the past 7 years) of relevant work experience in at least two of the following three areas: 

  • International business development, working with commercial, financial, or government clients in international trade and/or investment promotion.
  • Developing client and stakeholder relationships, including preparing for and conducting meetings with internal and external contacts.
  • Planning and delivering programs with minimal supervision in at least one of the following: B2B client meetings; roundtable networking events; trade shows; trade delegations; high-profile visits.

RATED REQUIREMENTS

The Rated Requirements are part of the essential qualifications and are relating to knowledge, abilities and competencies. Methods of assessment for rated requirements may include, but are not limited to, a written examination, an oral interview (online pre-recorded/live or in-person), role-play, practical tests, presentations and/or psychometric assessment.

Knowledge:

  • Understanding of key sectors of the Canadian and Turkish economies

Competencies:

  • Sound judgement and initiative

Abilities:

  • Ability of critical thinking, conducting research, analyzing information, and providing strategic advice
  • Ability to communicate clearly and effectively, both orally and in writing
  • Ability to establish and maintain a network of relationships beneficial to your work objectives
  • Ability to work autonomously

Asset Qualifications:

Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications.

  • Knowledge of Canada’s footprint in Turkiye and Canadian trade/investment objectives for deeper engagement with Turkiye
  • Experience working with international trade missions and/or government delegations
  • Knowledge of Turkey’s Agri-Food sector
  • Ability to read, interpret and analyze basic financial statements
  • Strong knowledge of business markets, banking environment and global insurance environment
  • Ability to read, understand and communicate in French

Organizational Needs: 

This process will be used to create a pool of candidates for similar positions either full time or part time and indeterminate, term or emergency. 

Operational Requirements:

  • Normal hours of work will be 37.5 per week
  • Overtime, to perform duties outside normal working hours, at short notice, may be required. (i.e., evenings, statutory holidays and weekends / in emergency situations)
  • Travel (Outside of Istanbul, around or outside of Türkiye) may be required 

Conditions of Employment:

Conditions of employment must be met or complied with before being appointed to a particular position, and are to be maintained throughout the employment while being the incumbent of this position.

- Valid work authorization: Ability to obtain and hold a valid work authorization covering the entire employment period.

- Security screening: Obtain and maintain a Reliability Status (security level) which includes a criminal and credit background check from the Government of Canada covering the entire employment period.
