Role and Responsibilities:

To be assigned to our projects in Istanbul or Ankara;

• Lead and manage the QA/QC team and expertise to the overall Quality Management System, policies and standards to support proper and smooth execution of all Quality related activities in meeting the specified standards and requirements and oversee project quality to ensure compliance to codes, standards, regulations, equipment specific specifications, and QMS requirements. 
• Advancing quality achievement and performance improvement throughout the organization.
• Managing the development and implementation of the QMS for planning, fabrication, inspection, documentation, and operations activities including
  - Planning duties within the QA/QC staff and related work schedules;
  - Establishing service standards for end users (i.e., internal department or external customer);
  - Identifying and developing QA/QC personnel certification requirements and continuing education/training needs; 
  - Providing leadership, mentorship, and direction of all QA/QC personnel.
• Taking full responsibility for hold-point releases once all QMS functions have been completed and the equipment is ready to go into the next work stage. 
• Oversee supervision of all visual inspections and NDE, including 3rd party subcontractors.
• Managing inspection, NDE, and testing plans for new construction, repair work, and alterations.
• Identify and develop solutions to correct inspection function deficiencies.
• Manage construction processes, plant equipment, inspection and NDE personnel certification and QMS internal audits.
• To implement preventive measure and corrective action for non-conforming products. Responsible for production raw material testing and other related testing and ensure testing complies to internationally accepted guidelines.
• Able to demonstrate implementation, documentation & monitoring experience in the development & application of ISO 9001, ISO 14001, OHSAS 18001.
• Reviews, comments and approves the contractors Quality Control Plans.
• Manages project audit program;
• Prepares and implements the project inspection strategy to cover all project phases;
• Coordinate with the customers representative on all quality matters
• Distribute relevant QA/QC documentation to site subcontractors
• Participate in the site internal and external site audits
• Ensure all quality control documentation is compiled and competed for as-built hand over through the turnover process,
• Control all nonconformance reports and undertake remedial action,
• Review the customers specification and undertake relevant training to the site QC inspector
• Complete and coordinate the approval of the site’s QC technical submittals to the customer
• Coordinate with the site construction manager on all quality issues Coordinate and chair the QA/QC site weekly meetings with the projects subcontractor’s QC personnel
• Elaborating inspection and test programs
• Ensure the safety is adhered to at site,
• Assure all technical documents relative to site quality control are current status

Requirements:

• Bachelor’s degree in engineering or equivalent qualifications.
• Minimum 10 years’ experience in QA / QC onshore or offshore activities in the oil and gas industry.
• Preferably Managers specializing in Quality Control/Assurance or equivalent.
• To have the necessary technical standards (ASME, ASNT, API, EN, etc.) and regulations required by the site works,
• Preferably have API 650 and / or API 653 “Authorize Inspector” certificate,
• Non-destructive testing MP / PT / UT / RT ASNT Level II certificate holder, to be effective in application and evaluation,
• Good knowledge and hands-on experience in External & Internal Quality Audit Program.
• Good analytical skills and excellence quality tools and methodologies.
• Sound knowledge and experience in ISO Quality Management System.
• Strong analytical and technical troubleshooting skills
• Team player with the ability to work independently
• Good communication skills, both written and oral
• The ability to identify and intervene in problem areas, well-developed problem-solving skills.
• The ability to interface seamlessly with engineering, construction and operations contractors.
